IRDR is the global research programme on disaster risk, co-sponsored by the <a href=\"https:\/\/council.science\/\">International Science Council (ISC)<\/a> and the United Nations Office for Disaster Risk Reduction ( <a href=\"https:\/\/www.undrr.org\/\">UNDR<\/a>). The Centre is led by Associate Professor <strong>Associate Professor <a href=\"https:\/\/www.econ.uoa.gr\/en\/staff\/bag-stella\/\">Stella Tsani<\/a><\/strong>.<\/p>\n<h4 style=\"text-align: left;\"><strong>Recognition<\/strong><\/h4>\n<p style=\"text-align: left;\">The Centre was selected by the IRDR Scientific Committee in October 2025, following an international open call (<a href=\"https:\/\/www.irdrinternational.org\/news\/863\">IRDR announcement<\/a>, <a href=\"https:\/\/hub.uoa.gr\/en\/resilience-economics-and-sustainable-transitions-centre-at-the-department-of-economics-of-the-national-and-kapodistrian-university-of-athens-is-designated-as-an-integrated-research\/\">NKUA announcement<\/a>). <strong>It is one of the few Centres in the international network hosted by a Department of Economics.<\/strong><\/p>\n<h4 style=\"text-align: left;\"><strong>Why a Centre for Resilience Economics?<\/strong><\/h4>\n<p style=\"text-align: left;\">Heatwaves, droughts, wildfires and water scarcity are hitting the Mediterranean more and more often. Their impacts are unevenly distributed: rural areas, islands and vulnerable groups bear the highest costs. Disaster risk reduction is not only a technical challenge. It is also a matter of <strong>economics, public finance, markets, institutions and governance.<\/strong>.<\/p>\n<p style=\"text-align: left;\">Most IRDR Centres of Excellence focus on natural hazards, infrastructure or community resilience. The NKUA Centre fills a gap. It examines <strong>how economic and financial systems respond to and recover from disasters and systemic shocks,<\/strong>and how transitions (energy, climate, just transition) can be designed with risk in mind.<\/p>\n<h4 style=\"text-align: left;\"><strong>What we do<\/strong><\/h4>\n<p style=\"text-align: left;\">The Center acts as a <strong>regional hub with global reach<\/strong> for the Mediterranean, Southern Europe and the Middle East and North Africa (MENA) region. It connects economics with environmental sciences, engineering and policy through three pillars:<\/p>\n<ul style=\"text-align: left;\">\n<li><strong>Interdisciplinary research: <\/strong>economic vulnerability models, scenario and foresight analysis, resilience pathways and policy evaluation under risk conditions, in collaboration with the international IRDR network.<\/li>\n<li><strong>Capacity building: <\/strong>undergraduate and postgraduate courses, doctoral training, summer schools and workshops for students, young researchers, public administration officials and civil society, drawing also on the <a href=\"https:\/\/civis.eu\/en\">CIVIS European university alliance<\/a> and Erasmus+.<\/li>\n<li><strong>Policy support: <\/strong>policy briefs, decision-support tools and science-policy dialogue for national governments, municipalities and regions, in line with the <a href=\"https:\/\/www.undrr.org\/implementing-sendai-framework\/what-sendai-framework\">Sendai Framework<\/a>, the <a href=\"https:\/\/unric.org\/el\/17-%CF%83%CF%84%CE%BF%CF%87%CE%BF%CE%B9-%CE%B2%CE%B9%CF%89%CF%83%CE%B9%CE%BC%CE%B7%CF%83-%CE%B1%CE%BD%CE%B1%CF%80%CF%84%CF%85%CE%BE%CE%B7%CF%83\/\">Agenda 2030<\/a> and the <a href=\"https:\/\/ypen.gov.gr\/perivallon\/klimatiki-allagi\/diethneis-diapragmatefseis\/symfonia-ton-parision\/\">Paris Agreement<\/a>.<\/li>\n<\/ul>\n<h4 style=\"text-align: left;\"><strong>Thematic priorities<\/strong><\/h4>\n<ul style=\"text-align: left;\">\n<li>Economic impacts of extreme heat and water scarcity in Greece.<\/li>\n<li>Financing disaster risk reduction: insurance, public finance, sovereign wealth funds.<\/li>\n<li>Cross-border risk governance in the Eastern Mediterranean, e.g. wildfires and climate-related migration.<\/li>\n<li>Risk in an interconnected world: technology transfer, trade and carbon border adjustment mechanisms.<\/li>\n<li>Just transition, energy resilience and the Water-Energy-Food-Ecosystems (WEFE) Nexus.<\/li>\n<li>Sustainable finance and innovative financial instruments for resilience.<\/li>\n<\/ul>\n<h4 style=\"text-align: left;\"><strong>Networks and partnerships<\/strong><\/h4>\n<p style=\"text-align: left;\">The Center builds on the Department's partnerships with the <a href=\"https:\/\/www.unep.org\/unepmap\/\">UNEP\/Mediterranean Action Plan<\/a>, the <a href=\"https:\/\/planbleu.org\/en\/projects\/med-2050-towards-a-shared-vision-on-a-sustainable-mediterranean-in-2050-and-transition-issues\/\">Blue Plan \u2013 MED 2050<\/a>, the <a href=\"https:\/\/www.femise.org\/en\/le-r%c3%a9seau\/about-femise\/\">FEMISE<\/a>, the <a href=\"https:\/\/www.bankofgreece.gr\/en\/the-bank\/social-responsibility\/sustainability-and-climate-change\/ccisc\/partners\">the Bank of Greece Climate Change Impacts Study Committee<\/a>, the <a href=\"https:\/\/ec.europa.eu\/regional_policy\/funding\/just-transition-fund\/just-transition-platform\/about_en\">European's  Commission's Just Transition Platform<\/a> and the <a href=\"https:\/\/ec.europa.eu\/regional_policy\/policy\/communities-and-networks\/cohesion-4-transition_en\">Cohesion for Transition Community of Practice<\/a> of the European Commission. It also actively contributes to activities and networks of <a href=\"https:\/\/easac.eu\/\">EASAC<\/a>, <a href=\"https:\/\/globalyoungacademy.net\/\">Global Young Academy (GYA)<\/a>, <a href=\"https:\/\/yacadeuro.org\/\">Young Academy of Europe (YAE)<\/a>, <a href=\"https:\/\/www.ipbes.net\/\">IPBES<\/a>.
